The answer to this question is long and starts with an explanation of DHCP and Manual IP but I will try to answer it in two lines:
- DHCP can be used for those devices where a manual IP is not required; such as end points like end users PC/...
It is what "Deepak" said. The enable mode gives you right to "level 15". If you try logging in the EXEC mode and check level; you will see "7 or 15" (depending on the credential you use)!!
