Can the 10g fiber ports be used at the same time as the 2.5G ports?

The latest WLC Config Analyzer requires Windows .NET 3.5, which is an old version and impossible to download anymore. Is there any plans to convert this program to use .NET 4.6 (the current version) or is this program now dead? It is a pretty helpful...

WLC management users can be authenticated locally or RADIUS or TACACS. What is the order of lookup? If I specify RADIUS and local database does the WLC check both databases for a successful authentication?
