You can continue to run TDP in the core. While configuring Layer 2 VPNs the L2-PE should support both LDP and TDP. While you configure Layer 2 VCs there will be a directed LDP session initiated from the L2-PE.
If you had seen this in the data sheet. What I think it means is, SUPIV does not support QinQ, while SUPV supports QinQ. SUPV does this funtion using hardware ASICs and not using the Processor(Software).
