I looked at the information you included and it doesn't indicate the switches don't provide POE. And I believe you but this information should be listed for this switch.
When I try this method I get a busy signal right out of the jump. I'm pretty sure I'm using the correct CSS so I'm not sure what configuration parameter I'm missing.
