It is an old article and in step 5 they mention that it should be possible to use ipv6-address[%] but does not give any examples of this syntax.
So me it seems like the configuration method is no longer supported as Harald says.
I have configured this before with fe80::1%Ethernet0/0 and that works great, but I am interested in configuring it without the static definition of the interface.
