Cisco 7960 sdp problems

We are testing a 7960 that seems to work with most broadband routers. When we replaced our router with a Cisco 1700 the 7960 no longer accepts sip->sip calls. The debug shows "Line filter: Call ID match not found: Rejecting." Any ideas on what the 1700 could be doing to cause this?

I think you are hitting CSCsb07354.

The mandatory t= line in SDP could be missing. You can try the same INVITE again with t=0 0 line added before the m= line in the SDP.
