That is - how can you find out you have a voice quality issue over say a WAN link before an end user calls to complain about it?

Do you have QoS running in your router? If you see packets are being dropped in your Voice class in your QoS, then you know for sure that you're having voip quality issue due to lack of bw.

i would rather suggest you to do a testing of the network for performance, link failure, voice quality.

first things you should do is test the call.
when the call is successful placed hit the i button on the ip button to see live voice issues. (delay, jitter, rto, codecs tx/rx) for the active call.
you can also run debug voip ccapi inout.
this is the initial test procedure for quality problems, you can aslo see from this if you are having QOS issues also
