IOS for Cisco1760

I've got a Cisco1760, and when inserting a VWIC-2MFT-G703 to either slot2 or slot3 it is not recognized. What is the minimum IOS version needed ?

Or could it be a problem with the router ?

Actually the version is irrelevant (as long as the IOS release is > 12.2(4)YB)

However, am I correct in asuming that the IPVOICE feature set is required ?

Yes you would need IP VOICE or IP PLUS feature set as you need to run voice.
