I have the same problem too, I adjusted the T310 timer on my signaling interface (int s3/0:15) on the gateway.I also adjusted the T310 on PGW , I make sure the value on the PGW matches the gateway, the problem still persists.
GW:
interface Serial3/0:15
no ip address
isdn switch-type primary-ni
isdn incoming-voice modem
isdn T306 80000
isdn T310 80000
isdn rlm-group 1
no isdn send-status-enquiry
isdn negotiate-bchan resend-setup
isdn sending-complete
no cdp enable
I need help on this too, as I still get the disconnect cause 66.

If you send this message, then the network you are attached to did not respond to the earlier message you sent out, meaning the problem is external to you.
If you receive this , you did not resond to a message the other device had earlier sen, so the problem is with your gateway, further in you gateway, or with a downstream network that you forwarded the call to.
