We have bandwidth that services both data and VoIP (carrier-grade).
What can we do to try and make efficient use of that bandwidth so we
can prioritize (or more efficiently usher) VoIP packets out of the door?

You need to configure the voice gateway so that it will prioritize the voice traffic over the data traffic. You need to configure QoS for that. Here is the link which will help you to configure that based on the link type.
