10 digit and 7 digit dialing

I need to set up an outgoing dial plan.  I am using "8" to seize an outgoing line For area code 913, a user only has to dial 7 digits, for 816, they need to dial 10 digits.  so in my case I have a local outbound 7-digit dail plan of 8[2-9]xxxxxx that works.  I have tried to set up a 10 digit dial plan as well, but it doesn't seem to work 8816xxxxxxx, however when I dial an 816 number, it's only taking the first 7 digits..  Any thoughts?

You need to assing a lower precedence to 8[2-9]xxxxxx.

Otherwise it will be matched as well with 8816
