911 Dialing without steering digit

We recently completed an installation of a UC320 in a public library.  One phone has been located in the lobby to allow for emergency calls when the meeting rooms are in use but the building may be closed and not staffed.

Trying to make the dialing of 911 as easy as possible since if its ever needed will most likely be by someone who does not know how to use this phone system.

Is there any way to eliminate the steering digit (9) for an outside line?  We would like to be able to just dial 911 not 9911.

When the UC320W is configured in Key System Mode then a steering digit is not required:

Key System Mode requires Shared FXO ports configured.

Administration Guide

This would allow the phone to dial 911 without entering a steering digit.

Finally a possible alternative is adding a warning label to the phone instructing the user to dial (9) 911 in case of emergency.
