I would like to make a programmable soft key “vmxfer” for a cisco spa 504g that has the same functionality as bxfer but dials a * instead of ##. The purpose of this would be to send calls strait to a user’s voice mail. I understand this would be done in my xml config file using a custom softkey <PSK_1 ua="na"></PSK_1> however, I am lost in the syntax.

Sorry, I don't understand you.
bxfer key doesn't dial ## so I'm unsure what you expect the PSK_1 will do.

My apologies, I made an incorrect assumption. I expect the soft key to initiate a blind transfer then dial a * and wait for the user to ether dial an extension or press a speed dial / BLF key to send the call directly to a user’s voicemail. As in free pbx to dial a user’s voice mail directly, the user dials a * before the extension.

SIP doesn't use overlap but en-block dialing here. Phone will not dial part of number then another part later.
Well, you may implement XML scripting started by PSK_1, but even with it the key-press flow will not follow your requirements.
