Call Transfer, Blind and Consultative behavior

Question:
When one transfers a call by first hitting the transfer softkey, then pushing a button which is a monitor button, the result is a blind transfer.  When I do the same thing with a speeddial button, the result is a consultative transfer.  Can the monitor button transfer be made to behave as the speeddial transfer?

If you enter transfer-system full-consult dss in telephony-service that will enable consultative transfer using a monitor key. This requires Cisco CME 3.2 or later.
