Cisco 504g message: local not accepted

Hello, I recently bought an extra Cisco 504g but when I try to make calls to som mobile or servicenumers the display gvies a mesage: local not accepted (lokaal niet geaccepteerd in Dutch). Does anyone know how to fix this? The othker Cisco phones don't have ths issue. Thank you.

Hard to advise with no log captured from phone, no SIP communication between phone and upstream call control device, no configuration known, ...

"Local not accepted" is not the message generated by phone as far as I know. Thus it seems to be response sent by upstream. But it's just blind shot - I know nothing about the environment.
