Cisco voice translation rule stop working after adding new phone to UC560 with CCA 3.2

hi all,

i have a strange problem with Cisco UC560 CCA 3.2(3) 

in order for Call ID to work the telephone company told me all call from UC560 need to set to type Unknown National

so i maded a voice translation rule like below and it works great in 3 months ,but lately i added some new voip phone and suddenly the voice translation rule below stop working to translate number  ,always got "Didnt match any rule " when test voice trans 7 999 .

It used to worked fine 3 months back with test voice translation rule and show correct number on cell phone as well.

 

Anyone have similar problem ? 

I tried to create new voice translation rule from CCA and it works but as soon as type unknown national was added to the rule i got "Didnt match any rule ", directly from CLI

How to add type unknown national in Cisco CCA for outgoing calls ?  and if it worked how to test voice translation rule ?

Or is it a bug in Cisco CCA ?
