1. DHCP is working and provides IP addresses for everything else connected
2. the voice modem has been rebooted and reset both -- twice
3. ***** 112# says the IP address is 0.0.0.0
4. I've tried reserving an address for the MAC address, no go either but the modem sees that it is the "vopi-ip" device, so *some* talking is going on between them, but it doesn't show in the IP tables.
What will work?

OK. Never mind. I now conclude that Cisco doesn't give a **bleep** about the little people and their pesky problems. I've now ordered a Grand Stream 802 that comes highly recommended. I now have a new paper weight.
