CCA allows for traffic shapping for Voice traffic; however, it has a note that this is only for upload. How can you control or reserve bandwidth for Voice download?

Traffic policing on the WAN cannot be done using CCA.

You could configure traffish shaping (note, not policing) on the VLAN interface. That will have effect only for TCP traffic, but is effective enough in most cases.

Configuring and verifying that is strictly a CLI task.
