I had a similar issue, turned out to be an issue with CCA. Try upgrading to the latest CCA and then check the status? Also if you have activated the 8 weeks trial for this may need to be deactivated?
Also to make sure I checked the licensing status using the command line.
e.g. for our 64 user:
UC560#show license
Index 1 Feature: uc-user
Period left: Life time
License Type: Permanent
License State: Active, In Use
License Count: 64/64/0 (Active/In-use/Violation)
License Priority: Medium
