I have several PAP2N ATA’s and all of them work. They have a dial tone, can call other numbers and they ring a phone connected to them when they are called. The only issue I have is that if somebody is calling a number associated to an ATA, the connected phone rings but the person calling doesn’t get a feedback ring, just silence. The call can be answered and completed normally but whilst the ringing phase is ongoing the calling person has no idea that the call is ‘in progress’. Any ideas?? TIA

This "In progress" tone actually has a designation of "ring-back tone" as you can see here:

Look at Figure 5.
But, this specific tone is not responsibility of the ATA actually. This is send by the Voip Provider.

Just as a follow on to my previous post on here regarding an ATA that I was having an issue with I thought that I would post an update for anyone interested in it: the problem appears to NOT be with the service provider. I spoke with them and they programmed my account details into one of their ATAs, a Grandstream 801. It worked perfectly so the issue can't be with them. I have now switched over to Grandstream and I am no longer having any issue. I can only deduce that the problem is caused by a setting in the ATA but have no technical support available from Cisco so really had little place to go other than change ATA.
