I need to change a clients UC560 setting so that all long distance capabilities are restricted. I would have thought that this could be done by the telco (Comcast PRI) but they are claiming we have to do it from the UC. I know how to restrict the calls on a per user basis but can you change this for the entire user group?

Define "user group" ?
You can shutdown the LD dial-peer or use after-hours block pattern, there are many ways, however be reassured that after blocking for all, you will be asked to re-instate for some.

Sorry, All users need long distance blocked. I know this can be done individually but I was wondering if there was a quick way (in CCA) to do it for everyone.

Immediate CLI methods mentioned above. Note consequences on toll-free calls, unless a proper dial-peer configuration is made.
I have no idea about CCA. Supposedly being an "easy GUI" everything should be immediate with it.
