SPA504G - Cant access Web interface

I am trying to upgrade the firmware for my SPA504g IP Phone but I cant seem to get to the web interface. It gives me the error 

192.168.42.145 refused to connect.

Try:

• Checking the connection
• Checking the proxy and the firewall

ERR_CONNECTION_REFUSED

I have checked my proxy and firewall but does not seem to fix it.

Main reason for the firmware update is my phone seems to recently have terrible reception. People on the receiving end of the call indicate the phone is very choppy like a bad cell phone reception. Hoping an update may help this problem.

Have you verified the IP address on the phone? Can you ping the address? Have you tried a different browser?

What does ping the address mean?

From a command prompt on your PC - ping 192.168.42.145. Do you get replies?

I was able to do the ping test successfully. But still unable to connect to connect to the IP address:(

Is your PC and the phone on the same subnet? Any firewall, router, etc. that might block HTTP traffic?

the PC and phone are on the same subnet. I tried turning off both my router firewall and computer firewall and still get the same message:(

SPA504G - I can't access Web interface either. no proxy and firewall disabled. can ping ok. tried chrome and IE. PC and phone on same subnet.

Notice no answer above does that mean web interface is not working?
