Code Bundle 8.1.0, CCA v3.0 - dial plan includes International which would allow for 9 to be dialed to gain access to outside line (6 FXO trunks from PSTN) then 011 for International; however, when the 0 is pressed it goes to a fast busy. The analog line has been tested outside the UC500 to validate PSTN is allowing 0 and 011 to be sent.

I would say that you do not have a dial-peer that matches what you are trying to dial. Make sure that you have an international dial-peer that begins with a 9...
Your destination pattern for the international dial-peer should look something like this:
destination-pattern 9011T

Check the class of restriction on the directory number on the phone - make sure it's set to international rather than national-plus or something more restrictive.
