Is there a way to ditch the prefix (9 in my current settings) to dial an outside line? My Asterisk outgoing dialing rules are flexible enough I've been able to make the phones work like cell phones (including no need to dial the 1 in front of a LD #, either), which is nice. I've looked at the rules, the Cisco doesn't make this look possible.

It can be absolutely be done, if the CCA cannot (sorry, I don't really know), the CLI can without any problem.
However the North America Plan does not really lend itself to using no access-digits on PBXs, and all "solutions" with overlap and time-out are really kludgy and non-professional.
