Catalyst 8300 VPN

Hello 

I have a Catalyst 8300 and i cannot add a crypto ipsec or crypto isakmp policy

The router should support VPN and DMVPN 

Is there a difference between 

Cisco IOS Software, C2900 Software (C2900-UNIVERSALK9-M), Version 15.7(3)M5,  old Router 

Cisco IOS Software [Amsterdam], c8000be Software (X86_64_LINUX_IOSD-UNIVERSALK9-M), Version 17.3.2, RELEASE SOFTWARE (fc3)

have you get the smart lic enable on your router.
