Configuring ISDN PRI fails due to no available DSPs, but I want only data, no voice!

Cisco 2821 router with VWIC2-2MFT-G703 (a 2-port G.703 card), ISDN switch type is NET5, no DSPs are installed, IOS 15.0

I am trying to configure ISDN PRI for data calls only (no voice), but I get following error:

vtpR01t(config)#card type e1 0 2
vtpR01t(config)#isdn switch-type primary-net5
vtpR01t(config)#controller e1 0/2/0
vtpR01t(config-controller)# pri-group timeslots 1-31
% Not enough DSP resources available to configure pri-group on controller E1 0/2/0
% The remaining dsp resources are enough for 0 time slots.
% For current codec complexity, 2 extra 16 channel dsp(s) are required to create this voice port.

I had this exact setup on a 7206VXR with E1 port adapter and it worked fine (without any DSPs). Can I do the same on my 2821? I tried to find any way of disabling voice functionality to no avail.

try this:

 

controller e1 0/2/0

channel-group 0 timeslots 1-31

That does not configure ISDN PRI.
