Device with modems to call out

I'm looking for a outbound RAS device and need some advice.

I would like my engineers to be able to access a "device" (via telnet, for example) and then, using this device, dial a phone number to establish a connection to a remote piece of equipment or text based bulliten board. 

Any advice?

I'd like to be able to support at least 3 users at once.  That is, there would be 3 outbound POTS sessions at once.

You can use an old 2511 or other router with multiple async interfaces.
