Dialup Preformace Issue

I am currently comparing a Windows2000 RAS server to a Cisco dialup solution with a 3825 router, 8port BRI ISDN and 18 MICA Digital Modem card. Preformace testing with a ThinkPad T42 with builtin modem dialing up an ISDN number to the router. Testing was done with IPERF utility, here are the results:
Existing Windoes2000 Server RAS
Connection Speeds: TX=33.6Kbps / RX=?
Modem Settings: v.90/92 and v.44
Client Setup:
Server Type = ppp
Transports = TCP/IP
Authentication = MS-CHAP-v2
Compression = MPPC
PPP Multilink framing = on
iperf utility:
Client download = 2Mbps
Client upload = 1.7Mbps
New C3825 ISDN RAS
Connection Speeds: TX=50.6Kbps/RX=26.4Kbps
Modem Settings: v.90/92 and v.44
Client Setup:
Server Type = ppp
Transports = TCP/IP
Authentication = MS-CHAP-v2
Compression = MPPC
PPP Multilink framing = off
iperf utility:
With MPPC Enabled:
Client download = 760Kbps
Client upload = ? Kbps
No Comp Enabled:
Client download = 119Kbps
Client upload = 68Kbps
I'm not sure if there is a compression issues or what with the 3825. Is is possible that the 3825 is not keeping up with the MPPC compression and would require a AIM-COMPR4 module to help off-load this.
I've attached the router config as well just incase I've missed something.

PPP Multilink seems to be enabled on the windows 2000 RAS server and disabled on the 3825
