Error about adding a vpn user

Recently i want to add another VPN user but i got an error messages

I have cisco anyconnect vpn only license:25

Do you advanced License for Threat ?  If not you need to check.

do i need the Threat Defense Threat Protection license to add vpn user?

but  cisco of licensing team told the  Anyconnect and threat defense licenses are not related in any way.

@zachlin19381 no you do not need a Threat license to create RAVPN users.

Do you have threat features enabled on the device? ...such as SI or intrusion?
