I would like to set a dedicated client-to-site VPN tunnel for each user, having they individual x.509 certificates. However RV354P seems to have a limit of 10 client-to-site tunnels.
Can this limit be increased or removed?
If not, what would be the alternative that still allows me to control VPN access of each user individually?

why not have different profiles for each user, what is the need of each user to be differnet VPN ?
security reason, or resource access ?

For security purposes I want to control access using user certificates. Is this possible with profiles?

The C2S profiles that you create on RV34X is a IPSec-VPN-Server
You can create/define/configure max of 10 Client-to-Site VPN Servers, for different types of vpn-clients (note: types of software-clients not users) using IKEv1 and/or IKEv2
So you may just create 1 C2S-server on the RV34X and about 50 remote ipsec clients can connect concurrently to this 1 server using Certificates, or Pre-shared-Key auth
What IPsec clients will you be using...on the remote client-PCs?
