Problem to establish a connection via VPN client

I have a cisco 2612 router with a modem pool, this authenticate dial-up user by ACS server employ RADIUS protocol. The dial-up (ppp) user employ VPN Client to establish a connection. The user PCs are Win95 or Win2K.
The problem is when the user intent establish a connection. Generally dial-up connection is establish successfully, but when the tunneling go up the connection Failed. This display the following messaging:
Dial-Up Networkin
Do you wish to disconnect your Dial-Up Networking Connection?
Failed to establish...........
Therefore, the user will have intent establish a connection again.
Another problem is that once to connection is establish this go down in random time.

You are probably running into a bug. I am not sure which component might have this bug. You may want to check the possible bugs in the cco bug toolkit for any cisco components and Microsoft for any known bugs on the window side.
