Hi
We wanna to move our network to GCP and we are looking for a good Cisco router which can best fit the setup. We looked at ISR 1000 series and 4000 series, We have about 400 users and 400 servers. the router chosen should also cater for future growth should the number of users and servers double. Which specific ISR model would you recommend for the setup?

How is your network diagram HLD shows as ? because you mentioned Cloud (so i have recommended)
if you looking Physical Kit, then we need to know how you going to place this kit, what part of network ?
so we can suggest better on this requirement. Any ISR/ASR is capable of handling WAN, but we need to know what is your requirement ?

we are still not clear your environment, you migrated to Cloud, how will the onsite network will connect to Cloud ?
for Cloud you do not need Physical hardware, until you have other requirement like rackspace or colo.
so please provide more information, so we can address your requirement correctly, rather we assume something which is not your requirement.

We will connect to GCP via VPN on the router, the router then connects to our firewall, then to LAN. We want to have some servers on the GCP virtual network. Please let me know you still need more info.
