Briefly, I have 2 out 6 remote sites with bri cards that continue to show deactived on the layer 1 status. Telco says the lines are good. I have tried every switch type, reconfiguring, everything I can think of.
any suggestions?

would also suggest to physically check the voltage on the bri link which will also help you to isolate the exact cause for the deactivation.ideally it should be in the range of around 95V-105V..

thank you for help. let me show you the debug ISDN q921 results, see if that helps. the other router says PENDING ACTIVATION on the sh controller command.
ISDN BR0/0 EVENT: isdn_sw_cstate: State = 0, Old State = 6
ISDN BR0/0 EVENT: isdn_sw_cstate: State = 4, Old State = 6
ISDN BR0/0 EVENT: service_queue_from_physical_layer: Recvd L1 prim 3 state is 3
it shows this a couple of times.
any help has to what this may indicate would be greatly appreciated
