Part of my OCD is a need to know where to find cli commands are configured in asdm. Does anyone know where to find the sysopt connection permit-vpn is configured in asdm?

I guess it's depending on the version of ASDM you have. For version 6.4, it's under:
Configuration --> you can find it either on:
Remote Access VPN --> Network (Client) Access --> AnyConnect Connection Profiles --> and on the right hand screen, it would have: "Enable inbound VPN sessions to bypass interface access lists. Group policy and per-user ....."
OR/
Site-to-Site VPN --> Connection Profiles --> and on the right hand screen, it has the same as above: "Enable inbound VPN sessions to bypass interface access lists. Group policy and per-user ....."
