Hello,
I want to configure Cisco WSA to Send AN Email to a specific user,
how could I enter the Email configuration on the Appliance?

Emails from the WSA are all alerts or reports.
You can set up alert recipients under System Administration/Alerts
You can set up the SMTP relay under Network/Internal SMTP Relay
And set the return address under System Administration/Return Addresses
You set who a scheduled report goes to when you set up the specific report you are running.

hope you doing well,
I have tried to do the same configuration that you said, but there are no emails.
so where should I enter the email configuration and the sender email or is there any troubleshooting steps to do.

Those are the only places to do the email config.
Check to make sure the IP its using as a relay will allow the WSA to send mail.
And then I'd start a packet capture for port 25 on the WSA, and then schedule a report to run, or force an alert somehow.
Then stop the packet capture and check it.
