Smart licensing isn't released for WSA yet...it's coming in 11.7
That beta just finished, I'm not sure when FCS is scheduled.

Note that Smart Licensing must be enabled directly on the WSA and is enabled separately on the SMA that it is joined to. The documentation doesn't seem to mention that point. For someone acquainted with other Cisco products, but new to Ironport, this can be a challenge. Also, ESA requires version 12 for Smart Licensing, which hasn't been released at this time. Traditional ESA licenses on older versions must be applied from the CLI.

Not at all intuitive for a process that isn't performed regularly.

This is similar for WSA's. Please understand that if you move to smart licensing, you would no longer be able to switch it back to Manual licensing and You would need help from the licensing team.
