We have recently purchased a toll-free number through our partner to use for certain incident command calls and VIPs meetings.
We only want specific users to have this number listed, we do not want it enabled for the entire organization.
Is there a way to create a specific session type, create a license that can be applied, or a way to attribute this user privilege to select individuals?
Currently, we can only see a way to enable for the entire organization in the HUB. I can find this under the telephony settings for individual users, but in testing if I assign to myself, then try to set up a test meeting, the 1-855 number will appear if I go to "change settings" but will not appear on the meeting invite.
Has anyone else done this before?
Any help or ideas would be greatly appreciated!

Once the Toll-Free calling license was added to our account by our partner it added an extra option within the Control Hub and auto-enabled Toll & Toll free for all users under Default Scheduler Options. We had to go in and turn this off since we purchased a minimal use license.
Then, to add to specific users, we clicked under the Management Section > Users and searched by the person's name
Click the Meetings tab > then on the site name > User Privileges
Click the option for Toll and toll free > Save
Repeat the above steps for each user that needs toll-free calling applied.
Those users then had to log into their settings and save the audio and video settings for themselves after a couple hours for toll free calling to appear in the global call in numbers.
You could also assign these numbers as default call-in in this location if you wanted them to appear as a call-in option on the meeting invite, however like I said we are using our toll-free numbers sparingly.

Yes, using the combination of user templates and directory connector, you should be able to create more granular groups and only set those users up for access
