Modify User Names and restrict file transfer

We are new to WebEx and its Administration. Appreciate if you could guide us on the following

1) Would like to change the First Name, Last Name and Display Name of the existing 250 users in bulk. Our login works with the email ID of the individuals using ADFS

2) We currently use WebEx Enterprise Edition and the users are able to transfer files over WebEx Teams, Meetings and Events. Is there any configuration available to restrict the file transfer globally across Teams, Meetings, Events and Remote Support.

Pravar-  i am trying to figure out how to disable file transfer ability for Webex on all meeting centers also.  I am not a beginner, and i'm having trouble finding where this is configured.  Did you ever get an answer on this question?
