Is it possible to assign an extension to a user without a phone number?
If yes, how can an extension be assigned to a user without any number?

Yes. Exact same process either way. When Control Hub asks for number assignment, enter only an extension and don’t touch the telephone number dropdown. Just be mindful of how emergency calls will be handled; the Emergency Callback Number will need to be some other TN at that location.

Thank you for responding. I thought that the virtual line could be done, however, when I'm setting up the virtual line, it asks for the phone number, which would be the user, but the phone number doesnt come up, so I double check the phone number, and its correct. I try to put the extension in, and it tells me its already in use. I put the alternative extension in, but then it tells me to assign it to a device, but this user only has the webex app. Is there something Im missing?

I think I found it.. I create the virtual line, then I go into the user, the calling tab, application line assignment, then configure additional lines on the Webex App..

But can I assign a secondary extension to a user without adding a secondary phone number? So the user has 1 phone number, but 2 extensions?

No, a TN is mandatory for additional numbers assigned to the same user. You can either assign the extension to an overlay feature (e.g. Call Queue, Hunt Group) that the user is a member of; or, create a Virtual Line and add it as a subsequent line appearance on their IP Phone(s) and/or Webex app.
