Is there a setting in Webex Calling to auto-toggle this for every user? I checked the KBs and look on the net but cannot find any answers.

Log into Control Hub and goto Service > Calling > Service Settings. Scroll down to section marked Manage User Calling Data. You will be able to download a CSV file with all of your users. Look for the column Barge IN Enabled Change the Barge setting to True and upload.
