Is there an easy way to move a user/phone number from a location to a new location?

The 911 address the PCAP gets is based on location correct? Is there an easy way to move a user/phone number from a location to a new location? The only process I have found so far is to delete the phone number, un-license the user, add the number to the new location, re-license the user and add the phone number.
However if the user has a desk phone or voicemail or other configuration this is going to be even more complicated.

The link asks for a login, but then gives a SAML error when I give my normal cisco username/password.  However it sounds like it doesn't matter if it's not going to be implemented.

If we are setting up a campus of buildings what is the correct way to get the 911 location right?  If we setup each building as a separate location the 911 information is correct.  However if we have to move user from building A to building B they lose all of their voicemail and related items?  What is the better way to do this?

Depends on where you're located.. Maybe RedSky is a solution for you, in case you're in the US https://help.webex.com/av6oo3/

We've looked at RedSky and that's where we may end up.  I just wondered how other organizations deal with moving users around between buildings.  I feel like there should be a solution within Webex without having an added service to move users around a campus.

Unfortunately, there is no other way than you described. There is an ongoing feature request for that, but it's flagged as "not likely to implement": https://ciscocollaboration.ideas.aha.io/ideas/COLLAB-I-7702

Unassigning the license will purge all Calling related data such as voicemails or CF configuration, that's important to remember..
