What is the license required for a Cisco router to be cube as a local gateway for Webex calling?

You need the CUBE license itself (including the security addon for encryption etc) and SIP session licenses. For calls from Webex to PSTN and/or UCM (but not from UCM to PSTN), you may get some session licenses according to the number of knownledge workers you've licensed.
