migration error

does anyone know how to resolve this error,  trying to migrate a 7821 phone from cucm to cloud...

.this is the error that appears in the control hub

I had this same issue today. I ended up able to get around it by adding a "DUMMY" extension in the csv file used for creating the migration license and adding the device.
