Can WebEx calling be integrated with the customer carrier? In other words can the customer carrier connect via SIP with Cisco and the customer use his carrier for inbound and outbound calling?

Yep, that is possible by using a local gateway instead of a CCP.
You'd have to use a CUBE for that which acts as SBC. See https://help.webex.com/jr1i3r/
