I have encountered the same situation, I can send the call from CUCM to Webex Calling, but the call from Webex Calling to CUCM fails

There is a good guide on how to configure the LGW also with an onprem CUCM and a shared SIP PSTN via that gateway: https://help.webex.com/jr1i3r/
