In the latest What's new for the latest channel of Webex Meetings it was annouced that cloud devices can now join webinars as attendees. Does that include room kits as well?

That was originally announced but it was premature. When that is released, then room devices are supposed to be able to join a Webinar as an attendee instead of having to be a panelist.

They have since added the following note:
It was initially communicated that this feature will be available in the February 43.2 update. However, this feature has been delayed and will be available in the April 43.4 update.
