I cannot log into the sandbox webex admin, dkstaudt.webex.com
using the credentials provided over the email.
Upon entering the email on the sandbox website, it simply refreshes the form.

Just tried at that Webex site, for me it was working (unless my user did not have access to that site).
But when talking about a sandbox, you normally would log into control hub at https://admin.webex.com.
The ID Provider is the same for both sites. I suspect your browser or so. Is the behavior the same for other browsers than your current one?
