So just to confirm, when you say MTR - I believe you mean Microsoft Teams Room. Kindly confirm on this part please.
If that's correct, could you confirm if you're using any Macro for putting it into the "Standby mode"?
I don't think without any Macro in your Webex Device, you'd be able to make it work.
In case there is a Macro as well and if that's not working, please let us know through a mail to devsupport@webex.com with the details since then it'd need further investigation and Device Engg. team involvement.
