Are there plans to allow PSTN dial in numbers for Webex (Teams) Meetings, specifically for users that do not have a Meetings license? Or can this capability be added / purchased separately today?

Not sure I understand the question, as PSTN dial-in numbers are already available for meetings in Webex spaces. If you go into the Schedule tab of a Webex space, then click "Space meeting information", you can see all the meeting connection information including dial-in information. When you schedule a meeting using the "@meet" token or the Schedule a meeting button, dial-in information is automatically included in the invite.
That being said, this is the behavior on a corporate account with full Webex and Webex Meetings licensing, so I suppose there could be some limitations at lower licensing levels. Looking at the Webex pricing page suggests that this option is not available for free accounts, but is available for all other license levels.

An example to help with my question:
A user with lets say Webex Calling and a paid Webex Teams license schedules a meeting via a Webex Teams Space, Because this user is not a licensed Webex Meetings user, the dial in capability is not available. At least I do not believe so.
I'd like to think this would be available as an add on license without having to buy a full blown Webex Meetings license.

And thank you Wade for helping provide some perspective. I sent this question over to our PSTN specialists and they said "If they have “free” meetings (not a paid license) PSTN is NOT available"
