Join before host option is grey out

in schedule meeting attendees can not connect before the host.

The option is grey out we have  enable it from administration console with no success.

What else affect the option (join before host)

Silly question - but in your test scheduled meeting image - did you change the date / time to be in the future. If you just click schedule and leave the default time (now), it will remain grayed out because the meeting time is already begin.
